Title: Establishing of the Immigration Liaison Officer Point of the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia in Russia

The overall objective of the project:
To contribute to carrying out the measures that the competent services of the Member States organize in third countries in respect of third-country nationals entry to the territory of the Member States and cooperation between the Member States, including air and immigration liaison officers activities.

The specific objective of the project:
To expand the liaison officers network connected with European Union's external border security, that will contribute to the more effective execution of work tasks regarding control of migration flows representing the interests of the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia as well as the European Union in immigration issues, establishing and maintaining direct contacts; within the framework of liaison officers' competence to obtain, analyze and provide the necessary information on issues regarding prevention and combating of illegal immigration.

Within the framework of project:
On 14th December, 2009 was signed a grant agreement between the State Border Guard of the Republic of Latvia and the European Commission on European Commission financial support for the project Nr. EBFX/JLS/2008/CA/1002 "Establishing of the Immigration Liaison Officer Point of the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia in Russia".

On 16th December, 2009 the Latvian State Border Guard, the Lithuanian State Border Guard Service and the Estonian Border Guard Board signed a memorandum of understanding on operation of the liaison officer point in Russia. The memorandum of understanding determines location and working regulations for the Liaison Officer Point, liaison officer's duties and procedures for the exchange of information.

On 19th January, 2010 the State Border Guard sent a Liaison Officer to the Russian Federation - Lieutenant-Colonel Raimonds Deičmanis, Liaison Officer (on immigration issues) of the International Cooperation and Protocol Unit of the Administrative Board of the Central Board of the State Border Guard, who was exercising his responsibilities until 30th June, 2011. The Liaison Officer Point was located in the Embassy of the Republic of Latvia in Moscow.

Liaison Officer of the Latvian State Border Guard in the Russian Federation represented the interests of three countries - the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia and work of the Liaison Officer Point in the Russian Federation was carried out in order to render assistance to the State Border Guard of the Republic of Latvia, to the State Border Guard Service of the Republic of Lithuania and to the State Border Guard Service of the Republic of Estonia in the fight against illegal immigration.

As a result of the implementation of the project:in accordance with the Fund's objective was made contribution to carrying out such measures which have been organized by the services of the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia concerning cooperation between Member States, including the activities of Immigration Liaison Officers, establishing the Immigration Liaison Officer Point of the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia in the Russian Federation.

The Immigration Liaison Officer Point of the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia was established in the Russian Federation: was created a post - Immigration Liaison Officer.

The project was implemented within the framework of the External Borders Fund of the European Union's Solidarity and Management of Migration Flows Framework Program 2007-2013.
