Pursuant Article 6(1) of Regulation (EC) No 2016/399 of the European Parliament and of the Council of 9 March 2016 on the Union Code on the rules governing the movement of persons across borders (Schengen Borders Code) entry conditions are set out for the Schengen area (for a stay of no more than 90 days in any 180-day period) for third-country nationals.
Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States amending Regulation (EEC) No 1612/68 lays down the conditions governing the exercise of the right of free movement and residence within the territory of the Member States by Union citizens and their family members.
Cabinet Regulation No 675 of 30 August 2011 “Procedures for the Entry and Residence in the Republic of Latvia of Citizens of the Union and their Family Members“
prescribes the procedures for the entry and residence in the Republic of Latvia of citizens of the Union and their family members, as well as the restrictions on residence of such persons.
Pursuant Cabinet Regulation No 721 of 3 August 2010 “Procedures by which Children Cross the State Border”, the procedures by which children shall cross the state border of the Republic of Latvia are determined.
Immigration Law determines the procedures for the entry, stay, transit, exit and detention of foreigners, as well as the procedures by which foreigners are kept under temporary custody in the Republic of Latvia and returned from it in order to ensure the implementation of migration policy conforming with the norms of international law and the state interests of Latvia.
The Cabinet Regulation of February 25, 2025, No123 “Regulations Regarding Restrictions on the Acceptance of Visa Applications and Entry of Third-country Nationals in the Republic of Latvia”, prescribes the third countries for the nationals of which restrictions on the acceptance of visa applications and entry in the Republic of Latvia are determined and the time limits for the abovementioned restrictions.
On July 15, 2025, a decision entered into force stating that only passports of citizens of the Russian Federation containing biometric data will be recognized as valid for entry into Latvia.
As of September 1, 2025, third-country nationals, who do not hold a visa or residence permit issued by Latvia, are obliged to submit specific information to the National Threat Prevention Information System at eta.gov.lv before entering Latvia. This information must include: personal details of the traveller, details about any accompanying relatives (if any) and the purpose of their trip.
