The Framework Programme on Solidarity and Management of Migration Flows 2007-2013 is aimed to improve the management of migration flows observing the principle of solidarity, ensuring a fair distribution of responsibility between the Member States as regarding to the financial burden, associated with the European Union's integrated management system for external borders, as to the common asylum and immigration policy.

There are four funds in the Solidarity programme: European External Borders Fund, European Refugee Fund, European Return Fund and Integration Fund.

The aim of European External Borders Fund is effective realization of management of migration flows at the external borders of the Member States to provide high-level safety on external borders, internal security and quick border crossing of bona fide travellers according to the Schengen acquis, as well as better management of activities organised by the consular services of the Member States in third countries.

The aim of European Refugee Fund is to support and promote the Member States' efforts in receiving the refugee and displaced persons, and solving the problems, made by such receiving in accordance with the relevant Community legislation in this area.

The aim of Return Fund is to support the efforts of Member States to improve the management of return of illegally residing third-country nationals in all its dimensions, creating and encouraging cooperation between Member States' authorities and consular authorities and immigration services of third countries.

The aim of Integration Fund is to support the efforts of the Member States to enable third country nationals with different cultural, religious, linguistic and ethnic backgrounds to integrate into the society of the Member States of the European Union, adopting their core values.
